0.2.58: republish for the multi-arch bootstrap tree (pgh 0.1.146)
No code change. The tree staged by pgh 0.1.146 carries by-arch/linux-arm64/
alongside the host runtime, plus native prebuilds for both linux arches, so an
aarch64 host can finally `pgh app install`/`update` this app instead of needing
an arch-specific bootstrap tarball.
