bump to 0.2.40 — pick up hyper-svc 0.1.4 UDS abrupt-disconnect fd-leak fix
Republish so the vendored hyper-svc (file:../hyper-svc) carrying the destroy-on- 'error' fix reaches the deployed sidecar tree. The sidecar is the primary leaker (OTA poller + every pgh CLI call hits its UDS); the old build accumulated thousands of half-open sockets on abrupt client disconnects.
