Skip bare repos with .pear-git-ignore marker during scan
A .pear-git-ignore file in a bare repo prevents pear-git from registering it on scan. Useful for private repos that should stay local-only. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
