This change is motivated by the ability to create and load and work with a target AtomSpace from "outside of it": to direct control at it, to manipulate it from outside. This is in contrast to the traditional design, which was always self-reflective. And thus a bit insular: "one AtomSpace to rule them all". Now we can have several. That's the idea, at any rate.
