Fix: Only announce gateway IP, not service IPs
Service IPs (10.22.0.10, 10.22.0.5) are local services running on
each gateway. They should NOT be announced in the P2P routing table.
Each gateway should only announce its own IP:
- tabertron: 10.22.0.1
- ashatron: 10.22.0.2
When a packet arrives for a service IP (e.g., 10.22.0.10), the
gateway routes it locally to 127.0.0.1:9418, not over P2P.
