README: link the 15 docs under docs/, and flag the duplicate DEPLOYMENT.md
The documentation section linked three root-level files and none of the fifteen under docs/. Added them, and marked docs/development/ as a development journal rather than reference so nobody reads TESTING-BLOCKED.md as current state. There are two DEPLOYMENT.md, root and docs/, and they differ -- 255 lines against 135. Said so rather than linking both as if they agreed. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
