Fix by-arch layout: use Bare.arch names (x64) not uname -m (x86_64)
pear-runtime constructs the mirror prefix as by-arch/linux-x64/app/... using which-runtime → Bare.arch, but CI was using uname -m which produces linux-x86_64. The mismatch meant the mirror found no files, so fsx.swap failed with ENOENT on every OTA attempt. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
