Bump PCK_BUILD and SETTINGS_VERSION to v14 for OTA test
Tests that the full app file sync (Hyperdrive → local) delivers updated .pck and index.js without requiring a reinstall. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
