README: add a License section
Every other claim in this file was verified and left alone: all 12
referenced lib/ and spec/ paths exist, all 5 sibling links resolve, all
15 documented env vars are read by the code, the 4041 default is
bin/favela-web.js:105, npm test and npm run test:ws both exist, the
install key matches pgh.upgrade in package.json, and the odd dual
FAVELA_HOST default is real -- 0.0.0.0 in the pgh manifest defaults,
127.0.0.1 at bin/favela-web.js:108, because bare-http1 listen() defaults
to loopback unlike Node.
