0.0.44: carry hyper-proto-peer 0.3.126 — the signer's fork heal and re-anchor fixes

The bundle packs against the current sibling tree (gen:version DEPS):
  hyper-proto-peer 0.3.123 -> 0.3.126  partitioned signers no longer lose posts;
                                       the heal converges relay-fed consumers after
                                       repeated partitions; a re-anchor no longer
                                       swallows local writes (hyper-social #77)
  favela-peer      0.0.58  -> 0.0.62   autobee 2.12.1, identity-root knocks,
                                       release-ready control socket
  pgh              0.1.156 -> 0.1.161
  hyper-overlay    0.3.13  -> 0.3.17

Local prebuild:android: 42,190,432-byte worklet bundle, 58/58 demanded
addons staged for arm64-v8a, healPlan present in the bundle.
