spec: make the diagram page a complete standalone document
The forge serves /raw/ as text/html inline, so the page renders in the browser straight from the repo — but it was authored against the artifact wrapper, which supplies the doctype, charset, viewport and reset. Without them it loads in quirks mode with no viewport meta. Head added; the body is unchanged. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
