gpu: stop uploading an atlas nothing samples; fix two gate assumptions
THE ATLAS IS DEAD AND IT DOUBLES THE LARGEST UPLOAD IN THE ENGINE. HBLK_USE_ATLAS appears in comments and is DEFINED NOWHERE, so no shader reads binding 14 -- the commits that would have read it were reverted (dc-terrain 029cca8, proc-nodes fb23181). It stayed wired so the SSBO and the texture could be diffed, and the diff never ran. At 839 tiles the buffer is 213.1 MiB, so set_custom_data was building a second copy of it as a texture for no reader. Off behind one named constant; the per-tile texture_copy blits it exists for are still proven in gate_texture_atlas.gd. TWO GATE ASSUMPTIONS DIED ON REAL DATA, and both were mine: 1. `worst < 0.01` was a magic constant picked when the probe ran on 12 tiles. On the full 841 it reads 0.012085, because tile A is now a different tile with a steeper local slope (25.0 against 19.0 m/texel) and the residual is ULP(u) x slope. The DERIVED bound passed the whole time (0.195312 m). A hardcoded tolerance that tracks the DATA rather than the mechanism is exactly what that bound exists to replace, so it is removed, not raised. 2. The out-of-window control required EXACTLY ONE rejection, which held only while the cache had none of its own. The real set already contains two -- (77,55) and (77,56), tx 77 = 591 km, outside the octree's 458.75 km half-span. Now asserts the DELTA against the baseline. Full-set run: 839 packed, 2 refused, 213.1 MiB, PASS 0 failures, 4.4 s. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
