declare anproto: the tests resolved it only through the workspace parent
test/admin-auth.test.js and test/admin-assets.test.js import `anproto`, which ap-bridge never declared. Locally it resolved by walking UP to hyper-fleeky/node_modules/anproto (a symlink in the workspace parent), so the suite passed here and failed in CI's /tmp export: MODULE_NOT_FOUND: anproto. Found by the same git-archive dry run as 0.10.13. A devDependency, because only the tests import it. The vendor step derives its list from dependencies AND devDependencies, so it is vendored like every other sibling. anproto's HEAD is on its hosted main, so the guard accepts it.
