chore(fleet): add dubai-2gb to the inventory (channel=hold, unprovisioned)
New box: 144.172.88.9, 2GB/1vCPU/60GB, ME region. Second ME relay, so the
region goes from 1 to 2.
Enrolled as `hold`, not `stable`, deliberately. A relay with no channel
defaults to stable in scripts/check-fleet-rollout.mjs and
verify-release-evidence.mjs, and the latter requires the evidence relay-name
set to equal the channel-filtered inventory — so adding an unprovisioned box
to a live channel would fail the release gate on a relay that is not even
running yet. It moves to stable once provisioned and verified.
Diversity, stated precisely: +1 region, +0 failure domain. 144.172.88.9 is in
the same /16 as utah, utah-us, utah-0.5gb, utah-8gb and miami — same provider
allocation. Latency does corroborate the ME location (219ms, alongside the
existing dubai at 213ms, versus 149-178ms for the NA boxes), so the region
tag is honest; the provider concentration is unchanged.
