chore(fleet): promote canary to v0.25.0-rc.5; add `hold` channel (#204)
channels.json is read from main by every box, so the promotion has to land here even though the release tag itself lives on feat/service-http-wiring — boxes check out the tag by name, not a branch. `hold` (pinned at v0.24.3) lets an individual box sit out a promotion. It is inert until a box points at it with CHANNEL=hold. Intended for the Track B blind public-test hosts. stable deliberately stays on v0.24.3. Co-authored-by: Claude Opus 5 <noreply@anthropic.com>
